Oh boy, this is a tough one. I think you'll have to use a good primer--one that says "stainblocker primer/sealer"...Like Kilz or something, THEN you can paint over it.
But my neighbor swears by some paint he gets at Menards (USA) called "conco" and he paints over everything, dirt, smoke, etc.
